The point is that a successful Viber installation requires the libssl1.0.0 package that is missing in the Debian 9 Stretch repository. The problem solves with download and install the package.

- Install freshly downloaded package:
$ sudo dpkg -i libssl1.0.0_1.0.1t-1+deb8u9_amd64.deb
$ sudo dpkg -i libssl1.0.0_1.0.1t-1+deb8u9_i386.deb
- Download and install Viber
$ wget http://download.cdn.viber.com/cdn/desktop/Linux/viber.deb $ sudo dpkg -i viber.deb
